After camping out for a while, I managed to find him/her (both genders were present) three times, once in every house in the keep. Got the ashes every time, and on the third time, the cat carrier finally dropped, so for me the drop rate is 1 in 3. I am guessing from my experience that the respawn time is somewhere around 2 hours. The macro "/target dalaran spellscribe" was invaluable. I starded using it after the first two times and it saved me from having to go in and fight just to see if the MOB was there or not. The kitten is so cute, it made all the work quite worth my while even though I did not get any leveling done. Now I need one more cat carrier, this time for Booty Bay AH. Then I can finally leave this place again and continue my leveling.
